I can't decide the origin of this picture.
Signature reads 米洲 Beishū (Jap,) Mizhou (Chin.)
Miju (Kor.)
The lower seal is illegibly blurred but there is nothing in its contours to support this.
The upper seals reads 隣 Tonari (Chikashi) / Rin
in Japanese, Lin (Chin.) Rin (Kor.) In Japanese there is Tonari or Chikashi as surname, while Lin or Rin does not exist as surname in either Chinese or Korean - but as pseudonym it is quite conceivab le.
I can find only one Japanese painter with Beishū art-name, Kawade Beishū 川手米洲 1867-1936
He could certainly be excluded.
In any case the reading of lower seal would help a lot.
