My reading and rough translation:
御臨末明之俳畫
禅寺清風之處
松濤游戯之明
Briefly drawn painting in my old age
By Shōtō, while playing at the fresh breeze of the Zen Temple
Seal,
俳畫寺印 Haiga* Seal of the Temple
Inscription on back,
松涛 ・ 圖 Shōtō ・ Picture

Kurata Shōtō 倉田松濤 1865-1918
Kurata Shōtō was a painter from Akita. His ancestors were from Otamachi, Daisen City. His real name was Ontaro. From an early age, he studied under Hirafuku Suian in Kakunodate (now Kakunodate, Semboku City). It seems that he wandered around various places since he was young. He was also selected for Teiten (now Nitten) several times. He left many Buddhist paintings and haiku paintings with a solid presence. He was a member of the Tatsumi Painting Society and the Japan Art Association.
