I would like help identifying the artist of this wonderful watercolor and also if I should invest in removing the stain? Thanks again for any info you provide.

Jiesi 潔思　Jieshi-yuan、潔思園　etc. are the studio names of Xiao Huirong - contemporary painter in Hong Kong

Xiao Huirong (Siu Fai Wing in Cantonese) 蕭暉榮 -
famous contemporary painter and art collector. Born in 1946 in Chaoyan District of Guandong Province, Since 1981 lives in Hong Kong. Currently holds the post of executive at the Chinese Artists' Association guest teacher at the X'ian Institute of Fine Sarts etc.
