Subject:Ruyi Sceptre - Question

Hello, I have received this Ruyi sceptre. It is said to be from the late Qing dynasty, around 1900, but I am skeptical. It looks as if it was covered with a paste, or even like molded plastic ...
Can anyone help me identify it?

If it feels like plastic, and feels light weight,. .buyer beware.
