高海蘭　- Gao Hailan - Surname and given name (fenale)

I couldn't find the artist neither in dictionaries nor on the net. However, this name coincides with the director's name of the Gao Quan Art Museum (Weihai) - incidentally the daughter of the famous military painter Gao Quan (1936-2014).

Thank you. I have several other scrolls I need help with. I just posted a Japanese Military Proclamation?
Not sure what to call it. I'd like your inputut if you get a chance.
