Huanghuali is a name associated with a species of hardwood particularly treasured by Chinese (see link). From my time spent collecting in the Asian arena, the type of panel you've shown here usually is carved of a softer wood such as Paulownia for use in Asian temple installations. Subjectively, I'd also speculate that while possibly a Qilin, the creature in your panel varies enough from the traditional concept probably not to have been carved in China but somewhere in Southeast Asia, such as Vietnam or the Philippines.
Here are some images that may help with this and other aspects of your project. The first two, in order, are Chinese 18th century Qianlong reign and later Qing 19th century concepts of the Qilin, while the last shows two items with Japanese traditional "Kirin" forms, which essentially are based on Chinese Ming Dynasty models.
