"Bleu de Hue" wares generally refer to blue & white porcelains ordered from and made at China's Jingdezhen kilns on special order of the Vietnamese courts at Hue, not porcelains from or made in Vietnam itself. They are normally defined by particular patterns and base-marks. (query 'bleu de hue' in the glossary at gotheborg.com for much more detailed information or see the link below to a source with images).
Your unmarked bottle vase, with motif of imperial five-claw dragons contending amidst flaming clouds for the pearl of wisdom, looks to me much more to be a fairly standard late-Qing to Republic Chinese "minyao" (popular kiln) product. See the Guangxu mark & period bowl in images below for a somewhat better painted example of a similar pattern. Your bowl depicts the dragons scales in the more typical crosshatch and dot technique of the late 19th century, while the signed bowl has more naturally formed scales common in the Kangxi Period (1662-1722)
