This is a so called Temple - Shrine Bill
In Japan at the end of Edo period more than 300 clans, upper grade vassals towns,temples etc. issued these types of private bills. At the Meiji Restoration these bills (claim tags) as debts were handed over to the new government.
The face inscription is the face value of bill,
銀壹匁 - Gin Ichi Monme - Silver One Mace
(about 3,75 grams of silver)
Underneath,
鑑蓮社役所 Kanrensha Public Office
(The place of exchange)
According to net sources it has belonged to Shiba Zojoji Temple.
