Mikumo Shōnosuke 三雲庄之助　1902-1982
Japanese painter in Yōga (Western) style. Studied graphic arts in Paris in the 1920-es.

Thank you for the information but it does not seem accurate since seems to conform to block prints that conform to Mikuro company, Nenjiro Inagaki (1902-1963).Further input appreciated.

Sorry for the misleading information.
('69 dating on the print was the deceptive factor)

The said bockprint is a product of Mikumo Woodblock Handprint Company　三雲木版画社 in Kyoto.
Mikumo company in collaboration with painters,
dyers,wevers etc. produces unprecedent style woodblock prints, cards, letter-papers etc.
You may contact them by phone 81-75841-3478
about the value.

The name of the block cutter is Inagaki Toshijirō
稲垣稔次郎　1902-1963　（Correct reading is Toshijirō　- not Nenjirō） was a known designer of kimono patterns in Kyoto.
