This is a repro of a print by Shigamasa titled "Returning Sails at Ryôgoku (Ryôgoku no kihan)", from the series Eight Views Represented by Modern Beauties (Tôsei mitate bijin hakkei). The Boston MFA has a copy here:

Returning sails at Ryougoku
涼見げいしゃ　すがたもよう
Shizumi geisha,　sugata moyō
Slender figures of Gishas enjoying (evening) cool
(Attributed to Kitao Shigemasa 1739-1820)

The sitting lady on the picture is playing with a bladder-cherry (Physalis) fruit in her hands.
However, there are no returning sails at all shown in the background.
