Subject:What is this stuff on my wooden figure?

I recently found this carved wooden figure, it has what looks like grey cement or a hard plaster on it. The material is starting to flake off, I'm not sure that it ever covered the entire statue. Is this some kind of artificial aging? Or an attempt at refinishing? Or??? Any advice would be greatly appreciated.

They would put a coating of gesso (similar to plaster) and sometimes fabric over wood objects to serve as a base for lacquer painting. With time the lacquer painted colors and the gesso tended to flake off.

Thanks! The odd thing is that there is paint both under and over this gesso coating, and in most areas it doesn't look to have been painted at all. The gold color on the chair looks recent and very sloppily applied, plus it was applied after the gesso had started flaking. A mystery to me...
