What does it translate to? Is this an identification of an artist, or a phrase?

fyi 丹青 (as mikeoz has read) literally means "red and blue" and has long been used to refer to avocation of painting itself, so its appearance here is unlikely to refer to an identifiable individual.
Rather this is probably a picture created for the tourist market.
