This Picture is framed behind glass. It looks to be a watercolor but I'm not sure. Any and all input is appreciated. Thank you

Your Japanese woodblock print is by Utagawa Kunisada and was printed in 1849/50. It is faded due to exposure to light. Here is what it looks like before fading:

Thank you Stan for the information. I have re-posted a better picture as the original picture I posted was really washed out looking. Still, it is faded compared to the original colors that you posted. Was this really printed in 1849/ 50?

Before Japan was opened to the west in 1858, the dyes used in prints were vegetable dyes and prone to fading. Once aniline dyes were available in Japan, this was less of a problem.

Assuming your print is an original, which is highly likely, the answer is: yes. The two dime sized circular seals in the lower right to the right of the signature are Nanushi Censor Seals. You have a K and an M seal. See the link below. This corresponds to a date of 1849/50.
