Subject:Meiji era print

Hello,
This print is from Gekko zuihitsu series by Gekko. Can anyone help me please read the title of the print ?
Is it 東中君(Azuma Naka-no-kimi) or 楽中苦(Raku-chū ku). I found in different sources both versions.
There is also a poem (咲けば藤 / 花の習いや / 君のせ界 / Sakeba fuji/ hana no narai ya/ kimi no Sekai) but I was unable to find the author.
