The depicted flowers are chrysanthemums.
Enjoy the poem in my rough trnslation.
枝痩依階砌
葉多承露難
莫嫌根蒂弱
翻足耐秋寒
Their slender branches grow in tiers
Their thick leaves are not easily dewed
Don't complain of their weak roots and stalks
They become resistant to sutumn colds
