I am trying to find out more about this painting. It was given to my grandmother who was also an artist while in Vietnam when my grandfather was an attache at the US embassy. She said it was from a well know or famous Vietnamese artist? I believe it is reverse painted on glass.

I cant help with the painter. To me it reads Ngh Cao Vyen-
Its a vietnamese lacquer painting. The country is famous for lacquer.
The material is a good fit for the humid climate.
Its a difficult technique for its very long drying times.
