Subject:Japanese silk scroll painting signature

I would be very grateful for any help with the inscription and signature on this scroll painting on silk. The seal to the painting is quite faint, but hopefully it can be seen. The long title is on the back.

The signature reads, in the Sino-Japanese manner, 'Seiichi hitsu' (誠一筆). The fashion of the dresses is 2nd half 17th century and the dancing samurai have all bird's heads (sparrow?). I wonder if this an early ukiyo-e painting or not. The reading of the title on the verso of the scroll could explain more.
