Subject:Chinese Landscape painting - title/artist?

Hello, I have this painting and was told it was by "Lu", but that is all I know.
Does anyone know who the artist is and if possible the title and date of the painting? I think it was painted sometime in the 1990's.

Upper seal,
永樂　-　Yongle
Lower seal,
劉永樂　-　Liu Yonle - Surname and given name of artist

* Chuanjiang River; refers to the upper reaches of Yangtze River
* Qijiang; County name in Sichuan Province.

Unidentifiable artist,
