It reads,
大清康熙年製　-　Daqing Kangxi Nian-zhi
Made During the Kangxi Reign of Qing Dynasty

Would you say, this is a mixture between kaishu and zhuanshu?

I would say this is stylized mixture of seal script and clerical script.
