It's Japanese;
Signature,
曾城　-　Sōjo
Upper seal,
大谷筅印　-　Seal of Ǒtani Sen
(Sen was probably his original name)
Lower seal,
翠雲　-　Suiun - Pseudonym

Ǒtani Sōjo 大谷曾城　
I found him in the database of the Tokyo Natl' Research Institute of Cutural Properies;
In 1902 participated in the exposition titled "Various factions of the Empire".
