I found this while in my mother in laws house. Not sure what it says. Need help with deciphering characters. Will attach last two photos as a reply.

Dear Elisa,
Actually it is not Japanese, but Taiwanese.
Titled,
勲章證書 - Medal Certificate
It was given in July of 1960 to Mr. Goldberg
U.S. Army Attache in the R.O.C
for promotion the traditional friendship between
the R.O.C and United States and for the contributions of good military connections.
The certificate is signed by the then President
of R.O.C. Chiang Chung Cheng a.k.a. Chiang Kai-shek and the then President of Executive Yuan,
Chen Cheng.

I think in absence of the medal it is not very lucrative for coin and medal collectors.
