This is called Japanese Satsuma(-like) ware.
Satsuma is recognized by the Shimazu family crest (circle with cross).
However, real Satsuma is earthenware, not porcelain. This kind of porcelain Satsuma(-like) ware was made in great numbers during the 1930's and later the 1950's and 1960's. Often depicting decorations like yours. It's the Goddess Kannon with 2 so-called immortals together with a dragon. Mid 20th century.
