三笠の山にいてし月かも - Mikasa-no-yama ni ideshi
tsuki ka mo -
....moon that came up over the hill of Mikasa-no-yama

This is he second half of a well known poem of Hyakunin Issyu (One hundred poems by one hundred poets) by Abe no Nakamarō (Early 8th C.)

Red characters,
奈良  - Nara

Tourist souvenir from Nara
Mikasa-no-yama a.k.a. Mt.Wakakusa - name of a small mount in Nara.

I'll defer translation to Japanese experts, but this item is a Japanese whistling 'tokkuri' (saké dispenser), circa 3rd quarter, 20th century. The area where the bird sits is configured to make a whistling sound when the wine is poured.
