I would be very thankful if you could tell me whether this scroll painting is Chinese or Japanese, and who the artist is.

It is Japanese,
乙亥仲冬冩 - Painted in Mid-Winter of the Year of Wood-Pig (1885)
東斎 - Tōsai
Upper seal,
山内 - Yamauchi
Lower seal,
Illegible

Probably Yamauchi Tōsai 山内東斎 
Less known painter active in early Meiji period.
