Good Afternoon Everyone

I recently purchased this picture from a charity shop. I fell in love with it and I’d love to learn more about the artist but I’m not sure how to go about it. Can anyone help identify who the artist is? I’d be very grateful.

Unfortunately, the seal with the painter's name is not clear enough to decipher.
