有閑居監製 - Supervised and Produced by the Quartier of Leisure, or can be read
有間居監製 (Same meaning)
- inscription with red Ming official portrait with a hat -
I think it should be a mark of export porcelain from the late Qing or Republic era.

Gotheborg.com dates this mark to the late twentieth century and believes it possibly is related to the Hong Kong United Wilson Porcelain Company, which deals in high-quality decorative transfer wares. Their selection of images with the mark includes porcelain dishes, a box, and figurines of humans and animals.
