Seal reads,
白翁　-　Hakuhō　　- Pseudonym

Presumably. the pseudonym of Kondō　Kahō　近藤霞峰
1819-？　Painter from Osaka, disciple of Gandai 岸岱
(Ref. 大日本書畫名家大艦，傳記下編　p.2635)
