Your print appears to be derivative (the lower 2/3s) of an original print that is at the Ritsumeikan University (see pic below):

Using a translator, it appears to have been done by Eiyuki (signed Chōbunsaieishi-hitsu) and is titled "Morning Song".

Reading of the name in this case Eishi 栄之、
鳥文斎栄之　Chōbunsai Eishi (1756-1829)

Inscription on the picture,
乙卯初秋　-　Year of Water-Rabbit (1795) Beginning of Autumn
Signature,
栄之圖　-　Eishi-zu - Drawing of Eishi
Leisure ｓeal,
花映　-　Kaei　（Reflection of flower)
