I would love to know who made this piece, can anyone tell me who the artist is? and possibly what era from? Thank you in advance.

The necklace appears to be no older than late 20th century and made for western markets. Its two-character mark reads down as "Guang zhi", meaning "Of Brightness", not a surname but possibly the carver's given name or nickname.

Hate to disappoint but your otherwise attractive necklace, or at least the harlequin, appears from some of its stains and pitting at the edges to be bone instead of ivory. Keep in mind when purchasing alleged ivory that it is similar to tooth enamel in being free of any blood supply. Bone, on the other hand, is a living tissue that's full of tiny blood vessels, which are visible as miniscule streaks and dots after it dries and is carved.

I only want to add to Bill's conclusion that the most commonly found Chinese fake ivory products
(netsukes etc.) are marked with Japanese names
e.g. 光之 (Mitsuyuki - your necklace) 正之　(Masayuki), 玉石　(Gyokuseki) 玉之　(Tamayuki)
山口　(Yamaguchi) 正美　(Masami)　松山　(Matsuyama)
etc.
