Subject:Is this an ikebana basket?

Hello! I have this rather fragile little basket I picked up a number of years ago. There's no markings on it, but I'm guessing it's for flowers?

What do I do for the care of it when it's very dry and crunchy?

Any information on the use/materials/age/care would be appreciated. Thank you.

Yes it is. There is usually another wooden vase that fits inside. The inner vase is used for ikebana.
