I can't help with the full title in black script, but the first two characters refer to the eagle. According to my experience from assisting in recent estate liquidations, this style of embroidery can be dated to around the third quarter of the 20th century. A number of examples I've seen and handled had belonged to former military personnel who had acquired the bulk of their orientalia collections from military exchange stores while serving in Asia during the Vietnam War years and later.

I would hazard a guess that your embroidery is Chinese (from Taiwan), but the Military Exchange System also contracted with providers in Japan and Korea during the same period, and such crafts were widely available on local markets as well.

Here's a similar embroidered picture with a Chinese "100 Birds" motif having colors and stylistic elements similar to yours. It was in the estate collection of a retired Naval veteran who served in the Pacific.
