It is Japanese,
Bottom marking reads,
大日本　　-　Dai-Nihon
肥碟山 - Hichōzan　
信甫造 - Shinpo-zō
Greater Japan Hichōzan Shinpo Made
Was a brand name, used by several Arita porcelain maker between 1890 and 1920.
