Highly recommend you contact Gary Yoshino, you can find him doing a search on the Internet.

He is most knowledgeable of Japanese cloisonne and a really good person.

Subject:Hayashi Chuzo or Chushiro

Cracking open my copy of Fredric Schneider's The Art of Japanese Cloisonne Enamel, on page 244 is shown a mark that resembles the one in your picture.

"Hayashi Chuzo or Chushiro (probably; likely brothers) (each active ca. 1860s-1920). Shippo-cho, in use late 19th-early 20th centuries. Impressed. Reads 'Chu' and identified in Kyoto personal communication."
