The 1986 date doesn't seem to fit the condition of the interior per photos - Both the dust cover as well as the brown paper under the frame are very dried out and 'brittle'. Any slight pressure causes the paper to 'crack' not tear.

I would think it is much older.

If the inscription carries a cyclical date, the picture would need to be from 1926, 1868, 1808, ... etc. However, the quality of the materials used by the framer and the conditions the picture was exposed to do not determine when the artwork was made. You need to know either when the artist lived or rely on inferences about the work's date on the basis of its style. Sampling the materials from which it was made is another option, but one that will likely be cost prohibitive for this picture.
