Subject:Help in deciphering character appearing on Ito Chuta Sketch 480

In the attached sketch titled "Strikes Occur One After Another," the banners held by the seated figures representing government officials (官吏) and teachers (教員) contain a character that I cannot decipher. One transcription of the banner records the character as 級 which would make sense, I think. However, I can't correlate the figure as drawn on the sketch with that. Would appreciate your help on this.

高等官吏　　　　High-ranking Officials
三省堂印刷工場　Sanseido Printing Plant
牛込日清印刷 Ushigome Nisshin Printiing
千住製靴會社 Seju Shoe Manufacturing Company
月島服部工場　　Tsukishima Hattori Factory
小石川博文館工場　Koishikawa Hakubunkan Factory
石川島造船所　　Ishikawajima Shipbuilding Company

The character you could not read is the written cursive form of character "等"
