Kazu kazu gozaru, gin-koban
There are many silver kobans (coins)

(Kane ni urami wa) kazu kazu gozaru - is a parody of the famous lyrics " There are many grudges against the bell " from a Kabuki play. "Kane" (鐘 - Bell) and "Kane" (金 - Money) are homophones in Japanese.

Other inscriptions,
帳箱　Ledger box
銀十〆目　Gin jikkan-me - Silver 10 Kanme

Conversion rates in mid-Edo period,
1 Kanme = 1000 Monme
10 Kanme = 10000 Monme
1 Ryo = 60 Kanme
Thus, 10 Kanme = 10000 Monme = 167 Ryo

Alternative kanas are represented in their modern forms.

IMO, this is an early and rare 'kappazuri' (合羽摺, stencil print) in 'hosoban' format, published in Kyoto or Osaka, early 19th century.
