Can someone please help to translate and date this painting?

It appears very old.

乾隆癸未仲夏蒲月
倣趙仲穆筆意
烏程金廷標

In the Fifth Mid-Summer Lunar Month of the Qianlong Water-Sheep Year (1763)
After the Artistic Conception of Zhao Zhongmu* by
Jin Tingbiao** of Wucheng

*Zhao Zhongmu 趙仲穆 a.k.a. Zhao Yang 趙雍 1290-1360
Native of Wuxing, he was the second son of Zhao Mengfu

**Jin Tingbian 金廷標 ?-1767
Native of Wucheng (present day Wuxing, Zhejiang)
Painter served in the court of Qianlong. Was good in portraits, flowers and landscapes.

I can`t vouch for the authenticity of the picture.

Should be a later 19th c. or early 20th c. imitation of Jin's work. He was a court painter and therefore did not typically include prominent inscriptions on his pictures. The examples of figures in landscape of his shown here (https://m.juhaohua.com/baike/3379.html) mostly feature the Qianlong emperor's inscriptions instead. (These pictures are mostly in the NPM and Palace Museums.) His work also didn't feature the outlined vegetation dots with bright mineral colors that appear in the mid-distance here and gave Qing popular pictures some zip.
