Hi, can anyone read the signature? Is this piece old or valuable?

Read in context from end to beginning, the mark says "First class official ware made during the Qianlong Reign of the Great Qing Dynasty (Da qing Qianlong nian zhi Guan ding shang pin - 大清乾隆年製 官定上品). Based on its appearance of being less than official quality, I believe your water or ink pot probably dates to the early 20th century.

From those I have seen, this is a green glazed Chinese water pot with Chilong dragon. The wood stand is very nice and has age. In my opinion this pot is of the period, possibly later. If my reading is correct, according to Davison’s book (2021, page 246, #3360), the translation reads:

Highest grade from the official kiln made during the Qianlong reign of the Great Qing Dynasty (1736-1795).

Mr.. Nagy or others will need to verify my comments.
