Subject:script on cloisonné charger

Hello,
Can someone please read and translate this writing on a cloisonné charger?
I tried, but there are old kanji and some have a script form that are beyond my capacity and knowledge.

It is a poem from the Tang poet Li Bai titled
"Autumn Thoughts Two Songs, Part 2" (李白 秋思二首 其二)about a wife whose husband cannot return home because of the long wars with the nomadic Huns on the Western borders of China.

燕支黃葉落,妾望自登臺。
海上碧雲斷,單于秌色來。
故兵沙塞合,漢使玉關回。
征客無歸日,空悲蕙草摧。
(3rd line 1st character 故 is mistaken for 胡)

The yellow leaves on Yanzhi Mountan have already fallen,
and I climb the terrace and glaze into the distance
Above the sea the bluish-green clouds break up,
and the Dayun region would have shrouded in autumn colors.
Nomadic warriors gather in the frontier deserts,
Han envoys returned to inside the Yu(men) Gates.
Soldiers cannot return home,
There is emptimness and sorrow as the sweet grasses wither.

Is it a well known poem ? Important ?
I am asking because I wonder why this one especially was chosen to put on a plate.
Writing done in cloisonné is extremely rare !!

It starts with 大日本帝国 Empire of Japan

Dai-Nihon Teikoku - Greater Jaopanese Empire
Aichi-ken, Kurokawa Manabu -sei - Aichi Prefecture, Made by Kurokawa Manabu

In my interpretation The < mark at the end may indicate that the inscriber mistakenly scratched the 成 (sei) character instead of the 生 (sei) character, then added it afterwards.
黒川斈生 Made by Kurokawa Manabu supposed to be right.
