It is Chinese,
Upper seal,
新印　-　Xinyin 　　-　Art-name
Lower leisure seal (Tentative reading),
無陸　-　Wulu　(Landless)

I found a contemporary landscape painter named Jin Xinyin 敬新印, born in 1950. According to the limited number of reference work available online he also likes to paint houses in the landscape. Unfortunately, I could not find matching seal impressions.
