Subject:Old painting of an eagle

Hello

I have recently purchased a lovely old picture of a pied of prey fishing.
Despite hours and hours of research I’m unable to place a date or name to the work .
Please if anybody has any ideas I’d be extremely grateful.

静江　-　Jingjiang　-　Quiet river
Leisure seal (with the artist`s favorite poem),
蘭空谷橆
芳影殘
雪風拂幽
夢沅湘閒
There are no shadows and smell of orchids in the empty valley(s)
The wind from the thawing snow blows away the dim dreams of the Yuan and Xing rivers*

*River names in Hunan province

Unidentifiable artist. Artists can only be identified from leisure seals in the rarest of cases.

I am curious to learn how you identified the artist. We have a painting of pheasants by the Japanese artist Kawate Beishū (川手米洲), which is signed Beishu, and has the exact same seal, including several of the flaws where the seal is damaged. Any information you can share would be greatly appreciated.
