Subject:Help Identifying Image & Writing on Bamboo Piece

This is a drawing with inscriptions done on a piece of bamboo. There is a drawing of a man in the middle. Any help identifying the person in the drawing and the interpretation of the two inscriptions would be most appreciated and very interesting. It is my understanding that "political" flyers made of bamboo were done in some Asian countries in the past, but I am clueless as to who this person is. (Ho Chi Minh ?)

*Xingping is a name of a scenic town in Yangshuo County, Guilin, Guangxi Prefecture - frequented by tourist.
