Subject:Can Anyone Read Mark On Buddha

Can anyone read the mark on the back of this Buddha, I think it may be Tibetan Script but I'm not sure,, also what is the purpose of this figure? it has a cut shape around the base and holes in the back, my thoughts are it could be a censer lid? but the bottom shape is strange, it measures 11cm high and 7cm across.

Curiously the inscription is sanskrit!

ने पा ल 　Nepala Nepal in Nepali language
