Subject:Okimono details and/or artist's identity from signature

Hey I'm curious if you guys can help me narrow down the details on this piece of okimono. It's seems original Meiji, definitely natural materials: either "ivory", bone, or horn. It's 4 inches in height and with no holes, so I believe it's safe to call okimono, not netsuke. Painted, the black of the hair has faded significantly. It's really quite striking.
I had hoped to find information about the artist from their signature, I think it's:
大洋 or Taiyō (means ocean?)
But I haven't been able to find a carving artist by this name. I hope y'all find this interesting, and please let me know if you have some ideas!
