汎善 - Hanzen
Probably a company name from late Taishō or Shōwa period.

With regards,

I. Nagy would be more qualified than I to comment on the meaning of these characters in Japanese, but the marking itself looks like it may be the Fukagawa Company's porcelain emblem of a mountain and stream indicated by Gotheborg.com to have been used from about 1900-1920. I know that in the case of Chinese porcelain markings, the "Made in China" porcelain marking (as opposed simply to "China") is generally held not to have come into use until after the end of World War I in 1918. Maybe someone else knows whether Japan didn't stop using "Nippon" until that time as well.

Best regards,

Bill H.
