(仙　is the alternative form of 僲)

Nishida Chikusen 西田竹僲　1879-1951
Studied in Kyoto with Suzuki Shonen

Here is the reading of the signature,
蘆雪　 - Rosetsu
Seal,
魚　　 - Gyo

Nagasawa Rosetsu 長澤蘆雪　1754-1799
