Subject:Japanese birds painting with inscription

This painting had an old label on the back that read 'BIRMINGHAM SCHOOL OF ARTS & CRAFTS'. It came with another painting of a cockerel.
Can anyone tell me anything about the inscription?

Very good draft painting, unsigned. Probably Shijo School. Notes are on the coloring....

Thank you very much Nagy. I have attached an image of the cockerel painting it came with. Unfortunately this has no markings at all. It appears to have been cropped to fit the mount because there is what looks like the top of a letter at the bottom of the sheet. Do you think it may be of the same period?
