My reading,
Title,
穬善飯處　- Kōzen　meshi-dokoro　- Place for Kōzen rice
(To the analogy of 勸善飯　kanzenmeshi - recommended good rice. Kōzen rice is a kind of rice)

Colophon,
於小松園南窓　- At the Southern Window of the Komatsuen
長壽記念揮毫　- Longevity Memorial Impromptu Writing
巨鴻仙樵八七翁書　-　Written by the 87 Years Old Man Kyokō-senshō - Pseudonym
The seals are too small to read

Writing on the right fringe,
衣富　- Ito
The seal is not clear enough to read

The above pseudonym is not enough to identify the calligrapher.
