Subject:Help identifying and translating old Tibetan ? scroll painting.

Any help identifying the painted scroll. There is an inscription within a cartouche-like partition in the lower middle part of this piece. It would be very interesting to see what it means. On the back is a two-character mark. That too would be nice to know. Any information, thoughts or ideas would be very appreciated. It is approximately 4' feet tall and 2' feet wide. Front and back are heavier and older-looking paper. Wish I could upload more images than three. Thank you.

Not Tibetan, probably Chinese Yao Taoist painting
