Subject:Help with returning Japanese WWII Flag

Hi All,
Assuming that this flag belonged to a specific person, I'd appreciate any help on how to return this flag to it's to its Soldier's family. Thanks!

This is a typical flag given to the conscripts who were drafted to the army as a farewell present. I can't find the name of the person the flag was sent to on the flag, and there isn't any note about the place the draftee has come from. I think it is hopeless to find anybody you can return this flag to.
I roughly counted 23 names (full or given names only) of people who sent it, including the mother
(just "mother" only), aunts, presumably, mostly his relatives.
The words of encouragement reflect the times well.
Main inscription above the rising sun is a preprinted one,
武運長久 -Bu'un chōkyū - Continued luck in the fortune of war!
Date in the right upper corner;
昭和拾七年八月弍拾日 - 17th Year of the Shōwa Era (1942) August 20th.
Examples of some words of encouragement,
必勝 - Conviction of sure victory
盡忠報国 - The spirit of loyalty and patriotism pervades the whole nation
日夜祈らん - I pray day and night
日丸世界の民の道しるべ - The flag of Rising Sun is a guidepost to the people of the world
etc.
